This aspect of the Proposed plan seems to contradict the County Council's previous determinations, viz the establishment of a Green Separation Zone between the Oakham Bypass and Langham Parish. The land in question is in the Parish of Langham and should be subject to the opinion of Langham Parish Council and the constituents thereof.
I feel it is vitally important to maintain environmental biodiversity, especially in light of proposals regarding housing developments and the Solar Farm intended for agricultural land within the Parish.
Therefore I would strongly object to any proposal for building of any nature on this land.

Langham Parish Boundary extends to just before the Barleythorpe roundabout on the A606 and falling within this boundary is the Green Separation Zone (GSZ). This proposed construction plan ignores the GSZ as Car Park 3 of the Rutland Showground sits within this boundary. If this is allowed to go ahead then a precedent has been set which may result in Langham being subsumed into Oakham in the same way that Barleythorpe has. As Langham is a designated conservation village it needs to be protected from unnecessary development and 3.0ha of 'high quality' office development in a rural community is unnecessary.

It is inappropriate to allow the use of this land (reached via entry Site3 )as a parking area or for building. It is adjacent to the so-called Green Zone which is intended to protect Langham from becoming part of Oakham. In addition it seems that the land involved is grade 2 agricultural land.

We'd been led to understand, no developments would be built on the Langham side of the short bypass. Thus avoiding the village from becoming a suburb of Oakham/Barleythorpe. Burley Rd is now so busy. We don't want an increase in traffic. Travelling is already quite dangerous, with all the new roads leading onto the A606, near roundabouts and vision impairing bollards at the smaller one. The Riddles Brewery site has gone, showground and Rugby Club of 'old'. Please could we retain an aspect of village living?!

Adjacent to the Langham NP GSZ which must be respected by law
RCC Evidence Base for this consultation suggests this site may be Grade 2 agricultural land
Policy CC2 requires “orientation of buildings to optimise opportunities for solar gain and to minimise winter cold wind heat loss”, i.e. major roofs aligned as close to south as possible. This site is unlikely to be able to achieve this
Does the removal of this car park render the showground unable to attract events of sufficient size to be profitable?
Safe traffic access would require a direct connection to the roundabout

Can Rutland Showground function as Showground without Car Park 3? Or is this the first step to declare that the Showground is no longer viable and all the showground land should be reallocated to building?
How to achieve direct safe access to proposed? Direct road into roundabout?
SC3 refers to cycle and ‘sustainable and active travel modes’ but cycle path from Barleythorpe is narrow, dark and difficult to pass when pedestrians, prams and cycles all using it. Needs review anyway.
Although outside of Langham boundary and Green Separation Zone , important to maintain both to keep Langham separate.

What defines 'Retail development'? Probable large size of development to meet planning criteria.? Inappropriate use of greenfield land; danger of planning creep endangering the separation of Langham and its village identity from Oakham. Outlets onto to busy road used for walking /cycling access to Langham School. and/or onto busy bypass. More suitable, more easily accessible alternatives available elsewhere in Oakham and its business parks.

We support the allocation of this site for employment purposes and given its sustainable location we would encourage the Council to considered a wider a range of potential uses that could be accommodated on this land parcel, including Class E uses.
We can confirm that the site is available, deliverable and viable for employment use including E classes and there has been market interest for employment purposes to be located on the site.
We would welcome further discussions with the Council on defining the appropriate use classes.

Protection of the green separation zone between Langham and Oakham/Barleythorpe must be maintained and any attempts to develop this area strongly resisted, as highlighted in the Langham Neighbourhood Plan. Such as the recent suggested development of land on the northern side of the Oakham by-pass.
