Rutland County Council must stop facilitating via Local Plan the default easy options of building on Greenfield land. These are food production fields, provide biodiversity, carbon sinks as soil which can hold organic matter and also water to help retard flooding. How does allocation of a Greenfield site for building on square with the rest of the Local Plan policies on carbon sinks, flooding etc?

Whilst we support the allocation of this site as a reserve for housing, to ensure a better spatial strategy of housing development within the Larger Villages we would advocate inclusion of this land within the sites proposed for residential development.

Greetham Parish Council object to this site being considered as a reserve site.
This area regularly floods and there are concerns regarding development run-off from this proposed development, as it would drain into a culvert south of Main Street and then across the road into North Brook.
development is implied as being in Greetham, however this development is within the Cottesmore Parish boundary, but the impact of the development will be felt in Greetham, which is not sustainable as we do not have a shop, post office, or healthcare facility, and our bus service is poor.

Rather than the allocation of the green field site H1.e Land south of Oakham Road, Greetham, priority should be given to the allocation of land by way of an extension of the permitted development at Greetham Quarry which does not comprise a green field site.
Failure to priorities land in such way renders the local plan unsound.
It follows that the plan should be amended to provide for:
a) The allocation of land at Greetham Quarry for the provision of approximately 30 additional dwellings

This site has been identified in previous draft Local Plans and every time CPC has pointed out that, whilst it is adjacent to Greetham village, the site is in Cottesmore Parish and should be so reflected for the sake of accuracy. We have also indicated that because of its location, were it ever to be developed we would fully expect that both parishes would be involved in discussions around an equitable and reasonable CIL settlement (or its replacement mechanism). We acknowledge that, given its location, CPC would endorse whatever position Greetham PC takes on this site.
