The area indicated is the hunting and breeding territory for Little Owls. We watch them every evening as they bring in kills for their young in the barn roof spaces, and sit in the drain pipes. I believe it is a protected species and in decline - a breeding pair should be left alone. Essendine has no facilities and Manor Farm Road isn’t up to sustaining that level of traffic - nor is Dunlin Road.

Lane not wide enough to accommodate the extra traffic that will be associated with 39 dwellings.
Two cars cannot pass on the lane without using the grass verge with one car stationary. There are two blind bends on the Lane.
The exit from the Lane to the A6121 is already difficult. Additional traffic would make it more difficult.
Many walkers use the lane. They would be put at risk by the extra traffic.
Little Owls hunt in the field and bats fly above it at dusk. Habitats for both should be protected.

This proposal is completely unworkable. Manor Farm Lane is a single country lane which is incapable of coping with increasesd traffic. Currently, there are no roadside curbs or drainage and vehicles can not pass each other without destroying the grass verges. It is important to maintain the character of the few amenities in Essendine where many residents take the opportunity to walk along a peaceful and quiet country lane.
For drivers, exiting Manor Farm Lane onto the A6121 is currently difficult at peak times and there have been many accidents over the years. Queues and more accidents is not acceptable.

Manor Farm Lane cannot handle the extra traffic that would be created by the development. It is narrow with blind corners. Two vehicles cannot pass. I walk my dog down the lane as do many other people. I would not feel safe doing so with all of the extra traffic. There are some large mature trees in the grass field that should be preserved from any development.

Manor Farm Lane is not suitable to accommodate this development. As a resident who walks along this lane daily, it would be hazardous to pedestrians and is a single track road. The junction is not equipped to deal with the extra traffic and would cause massive congestion. I also have concerns about the destruction of habitat for wildlife in the pasture. This is not a viable proposal!

I disagree with this proposal, not only the impact of the views and the environment, but the village will have a detrimental impact on peoples well being, there are other areas to consider. This will effectively will lower my house price, as our house looks over these fields. We often look over and see the owls deer, sheep and at night the lovely bats, what about using the site on the main road that looks an eyesore has done for years.

The lane is not very wide, it destroys the natural verge adjacent to the field, and ultimately will cause further destruction to the dry stone wall that runs the length . More traffic coming out on that busy junction is another accident waiting to happen! Also several of the properties along Manor farm Lane, don’t have off-road parking and this already plays havoc with the traffic along there. As someone who walks down the lane on a daily basis with my dogs, it’s already a busy road, adding more traffic would be a nightmare!!

Essendine is already a very busy village with a large amount of traffic travelling through. Manor Lane and surrounding fields are a little oasis of calm which is massively appreciated by both the villagers and the wildlife. To consider building on this site is both unacceptable both from a practical logistic point but also from a mental wellbeing point. The village has very few amenities and taking away our lovely dog walking area and uninterrupted views of open countryside would have a hugely negative affect. Surely there must be far more suitable sites in the local area?

While I object to 39 houses a development of no more than 10 dwellings maybe a possibility.

The development would have a serious impact on residents and the environment.
The lane leading to the development is single track with two blind bends, unsuitable to service a construction site. It could not handle the additional traffic of residents from 39 additional dwellings. Exiting the lane onto the A6121 is already difficult.
The lane and surrounding area is popular with walkers who would be in danger from the increased traffic during construction and after.
The development site is on the edge of farm land and would have a detrimental impact on wildlife including mature sycamore trees, bats, Little Owls.

I object to the propsed site . Essendine has already been identified for Mallard Pass therfore further development would only remove another green space from the village. The current lane is not capable of handling the volume of traffic,this is a quiet lane that is used by dog walkers and walkers from around the area .The proposed development would further increase the volume of traffic in the village . The identified space has three mature sycamore trees that are over 100yrs old The space is a habitat to so much wildlife including owls and bats and should be protected.

The area proposed has mature sycamore trees and these would be adversely impacted by the potential development. The proposed road is not capable of handling the likely volume of traffic. There are no facilities in walking distance no shops, doctors etc for any potential families Will constantly be in cars.

I am a frequent visitor to Manor Farm Lane. I cannot see how the additional traffic resulting from the development could safely use the Lane. It is narrow. There some large mature trees that are in the grass field and these would be at risk from the development.

I object to a development on Manor Farm Lane because it will have a serious impact on the wildlife that has existed in the field for 30 years. I have lived here for 25 years and the bats fly in my garden and the owls are also in the field. We also have deer visit the field.The habitat for these animals should be protected and disturbed. The sycamore trees also need protecting as they have been here a long time, they are beautiful; and need a preservation order. Trees like this should not be cut down, they support our environment.

Essendine has no shop, no pub, no school, no zebra crossing or pedestrian refuge to assist crossing the A6121. The nearest town is a 9 mile return journey, cars are essential to residents of Essendine. 39 dwellings will bring increased and dangerous levels of traffic to Manor Farm Lane.
The proposed site at the top of Manor Farm Lane is outside of the Planned Limit of Development.
The land is green field with ancient trees, wildlife and historic buildings on it. This area offers great wellbeing benefits to residents.
This potential development is ill-conceived and not supported by myself.

I would object to this draft plan for the following reasons:
• The lane is not capable of handling an increase in traffic and as someone who walks my dogs down this lane it’s already unsafe at times with the blind bends. An increase in traffic would be an accident waiting to happen.
• The number of dwellings seems far too many and the current trees on the field should be protected at all costs.
• The village has zero amenities.
• The owls, bats and other wild life that inhabit the field would be impacted.

Access is very restricted, due to being a narrow lane. Verges will be destroyed, dry stone walls will collapse.

Wildlife needs protecting.
Too much land around the village being potentially already earmarked for a solar farm.

The sycamore trees in the bounds of the development will be adversely affected
The wellbeing of the wildlife in the trees will be adversely affected
The rain water run-off from the buildings will add to the increased flood potential of the river

The Parish Council and residents of Essendine do not consider Essendine to be a large village. For residents the village has only three amenities. There is no mains gas supply to Essendine.
Essendine is on the A6121 which experiences in excess of seven thousand vehicle movements per day.
39 houses will bring approximately 100 new residents to Essendine along with approximately 80 plus cars and vehicles. This potentially brings 160 additional vehicle movements per day.
Poor Access and Infrastructure, the utilities along Manor Farm Lane and within Essendine will need a significant upgrade too. .
1. If the potential development were to go ahead it would lead to a significant increase in traffic on Manor Farm Lane.
2. The Lane is narrow, the additional traffic could not use the Lane with safety.
3. When exiting Manor Farm Lane onto A6121 the view to the right is impaired by a bend which is on a hill.
4&5. There are two “blind bends” in the Lane.
6. Many residents and people living outside the village, use the Lane particularly for dog-walking and as wellbeing amenity.
7. The Landscape Sensitivity Study (June 2023) assessed the site in parcel ESS1 commenting that “The sensitivity of this study parcel lies in the strong and positive rural character and sense of place along Manor Farm Lane, particularly around Manor Farm and Broadholme Farm where there is a strong degree of coherence and harmony of building materials.”
8. The site is outside of the Planned Limit to Development
9. It is not clear how the development could take place without impacting on the mature, classically shaped, sycamore trees near to or within the site.
10. Some of the potential site is permanent grassland and, to personal local knowledge, has been such for at least 40 years. The field is cut just once per annum.
11. Little Owls hunt in the grass field and bats can be seen flying above the field and houses on Manor Farm Lane. Other habitat types are provided by barns on the potential site. It is unlikely that the development could show a positive Biodiversity Net Gain.

I have lived on Manor Farm Lane for 45 years. The lane is exactly that - a lane, with no through road.
Two vehicles cannot pass easily - not even space for a footpath in front of my house.
Increased housing and its extra traffic - more dangerous and unacceptable for residents’ well-being.
Essendine has 201 households. The Reserve Site maximum of 39 houses is almost a 20% increase in housing!
Essendine already contributes to Rutland employment needs, having the industrial site, and extra traffic that involves. Unacceptable to increase burden on the village by taking greenfield space for housing.

The green spaces around Essendine need to be protected for the population that live there, and agricultural land should be retained for its contribution to food production. If Mallard Pass Solar Farm is approved in May 2024, residents would be completely surrounded by an industrial-scape. Adding additional housing would only reduce further the important green spaces left. Essendine also has no pub or shop and is lacking in amenities, it is highly unlikely that 39 houses would generate such added infrastructure, therefore it brings no benefits to that local community.

Essendine Village does not need to be expanded by nearly 10 %. The Village drainage - (Rain water and Sewage) structure such a development would allow would never cope. 2 x Flood level 2's in 4 years! - It is outdated, any increase in housing that has / will happen has meant Flooding and overwhelming of the lower part of the village. An Increase in Housing and Hard standing areas would drastically Increase this.
Conversion only of existing buildings on the farm (If planning to happen) - this supports the reuse policy of the council and are probably better constructed!
