Representation ID: 5446

Received: 04/01/2024

Respondent: Tracey Chadwick

Representation Summary:

Robust policies need to be implemented to protect from developers getting permission to build on sites that will add to flooding. For example, the recent development on Braunstone Road in Oakham is proof that current policies are insufficiently robust. Experts predict that our changing climate will increase flood risk and appropriate sites need to be selected based on this.

Respondent: Mr Chris Read

Representation Summary:

All good. But can I just mention flood management.
Flood management clearly needs a mention. Living in a village which has flooded (impassibly) three times in three months, and where planning permission has just been granted for 66 houses - where the surface water will drain directly into the flood area. Quite honestly - I don't believe you are serious.

Our response:

Support and comments noted. Flood management risk is included in Strategic Objective 1: Climate change and in Strategic Objective 9. Surface water drainage issues were dealt with comprehensively at the outline and reserved matters stage for the 66 dwellings scheme at Whissendine (2021/1263/OUT and 2023/0271/RES) with the surface water discharge rate limited to 5 l/s for the whole site, below the current mean annual flood rate.

Respondent: Abbey Developments

Agent: CMYK Planning Ltd

Representation Summary:

This objective encourages the efficient use of land which is supported. Abbey Developments own plots of land at Harrier Close, Cottesmore, which are interspersed among existing residential development. The efficient use of this land would be to allow residential development on the unused parcels. The parcels are not allocated or designated as open space and are not covered by any other designations other than to be washed over by the open countryside designation. This is not making the most efficient use of these parcels of unused land.

Respondent: Defence Infrastructure Organisation (DIO)

Agent: Montagu Evans LLP

Representation Summary:

This strategic objective is supported in principle, especially as it supports the efficient use of previously developed land. This will need to be carefully considered in conjunction with Strategic Objective 7 and the associated development management policies on design and density of new developments to ensure that this objective is met

Regulation 18 draft Local Plan

Representation ID: 7783

Received: 08/01/2024

Respondent: Edith Weston Parish Council

Representation Summary:

Recent policies propose intensive re-development of the St George’s Barracks site and greenfield development in the Edith Weston parish.

Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.

Similarly, they would be contrary to strategic objectives SO1, SO2, SO3, SO4, SO5, SO8, SO9, and SO10.

Our response:

Comments noted. The Local Plan acknowledges that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision that SGB is identified in the Local Plan as a Future Opportunity Area. The masterplan must detail how the scheme will satisfy the policies of the Local Plan that follow on from the Vision and Strategic Objectives. As previously developed land the development at SGB would accord with Strategic Objective 9 in terms of making the effective use of land.
