Rutland's market towns and larger villages need better public transport links (including in the evening and on Sundays) and more support for bringing the arts to local communities (eg Live and Local). Currently most trade and retail, and arts events are outside Rutland, which impoverishes our towns and villages.
Support and comments noted. A detailed Infrastructure Delivery Plan will be published with the Reg 19 Plan and this will consider the needs for the provision of additional infrastructure, including public transport. The Local Plan acknowledges that a variety of agencies are responsible for delivering infrastructure and the adopted CIL will be used to fund infrastructure improvements. The supporting text to Policy INF1 sets out how the council will engage with service providers regarding the new infrastructure required to support the level of growth proposed in the Local Plan and Policy INF2 seeks to secure sustainable forms of transport in relation to new development. The specific promotion of arts events would fall outside the remit of the Local Plan.

Reference to the diverse and thriving network of villages and communities that serve local needs should also reflect the need for carefully targeted growth to support the local amenities and heritage assets in these places as a particular priority.
Comments noted. Growth to support local communities is part of Strategic Objective 2: Delivering sustainable development. The protection and enhancement of heritage assets is covered by Strategic Objective 8. It would not be appropriate to rank the Strategic Objectives in terms of priority.

There is no evidence that this will benefit Rutland being part of Stamford it will be a further drain on Stamford's already struggling infrastructure
Comments noted. The Local Plan allocates Quarry Farm (as part of the Stamford North development) for housing and it forms a fundamental part of the Spatial Strategy for the delivery of housing. All allocated housing sites have been through a rigorous site appraisal process that cover environmental, social and economic factors. The availability and deliverability of development sites is a key part of ensuring that housing needs are met through the Local Plan. The allocation of Stamford North will facilitate the delivery of the wider site and meet the duty to co-operate requirement for South Kesteven DC and Rutland. Policy H2 requires the masterplan/supporting documentation for the planning application to include details of the infrastructure required to support the development.

Health provision is totally inadequate, I witnessed an elderly gentleman at Oakham medical practice last week requesting an appointment, he was told there were none available and that was it, no help, no guidance, he left with no prospect of any help, this is unacceptable! Poor chap.

The Local Plan has only very limited (if any) influence on decisions made by NHS Trusts on funding for GP surgeries however Policy INF4 does allocate a new Medical Centre in Empingham.

Mental health care needs to be extended.
Oakham is our county town and RCC needs to boost its identity. The town needs to be improved and developed as a hub for our communities across the county. We have a strong infrastructure of rail and road networks and these should be acknowledged and exploited so that Oakham becomes a 'go to' location. Currently there is little effort at RCC to support Oakham and resource is dissipated through council support for Uppingham and neighbouring villages. Creating opportunities for all through targeted funding on cultural and sporting activities is long overdue.
Comments noted. Provision of additional mental health care falls outside the remit of the Local Plan. The Spatial Strategy identifies Oakham as the main town in the county and one of the locations where the majority of new development will be focussed. It also, however, recognises the importance of supporting other communities through sustainable development. The funding of cultural and sporting activities would be determined by other departments in the council.

1) Market Towns - Clearly I agree with this.
I hope the Council will think again about pedestrianising sensible areas of Oakham. Again - look at the difference this makes in Stamford (and Uppingham).
2) Developing diverse villages - Great. What do you mean? How will you do it?
3) New development etc supporting health - you have already failed here - with the approval of 66 houses in a village with no support for any of these things. It would be lovely if these 'ideas' were put into practice.
4) Protecting the County's heritage assets. Obviously but you are not doing this.

Diversity of places and communities would be achieved through the Spatial Strategy and site allocations across the settlements in the county, with the provision of affordable housing and employment sites. The third bullet point outlines how housing layouts can contribute towards health and wellbeing. The application for 66 dwellings (assuming to be in Whissendine) was determined whilst the council could not demonstrate a 5 Year Housing Land Supply as required by the NPPF (due to the withdrawal of the Replacement Local Plan). It was not, therefore, assessed against this current Local Plan. The Local Plan identifies how heritage assets play an important role in the character of the county and Policy EN12 sets out how such assets are to be protected and enhanced, where appropriate.

The market towns are something to be proud but could be so much better We have good businesses, quality shops, private sector investment, some positive voluntary projects i,e Rutland in bloom groups All this despite what seems a poor vision ,planning and economic development policy and action. Do we have a street scene policy including ,shop front design ,street signage, street furniture car parking, traffic management., the road junction near the library is an accident waiting to happen..
Support and comments are noted. Rutland’s Economic Strategy recognises the importance of the market towns for providing services and retail for residents and visitors. Policy E10 builds on this by seeking to promote the market towns’ long term vitality and viability, and makes reference to the council’s Shop Front Design Guide. Issues of highway safety would be considered by the council’s Highways department.

Of course support these aspirations but how is this achievable ? New housing designs not compatible with landscape character and identity. Perhaps this is inevitable. Old with new etc. But let’s be honest about the inevitability and put energies into measures to mitigate the impact.
Support noted. There are a number of policies in the Local Plan that cover design considerations, including Policy SC3: Promoting good quality design. The Rutland Design Guide SPD, together with the National Design Guide would also be used in the design and assessment of development schemes.

The objective aims to achieve the above through a number of measures. Related to Land West of Apple Gate House is the measure to develop a diverse and thriving network of villages and communities that serve local needs and maintaining their viability and sustainability for future generations to enjoy.
Our client is supportive of this objective. The promoted site and appeal application for three dwellings would assist with this measure, providing required housing to serve local needs now and in the future whilst adding to the vitality of Whitwell village through proportionate growth.

Recent policies propose intensive re-development of the St George’s Barracks site and greenfield development in the Edith Weston parish.
Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.
Similarly, they would be contrary to strategic objectives SO1, SO2, SO3, SO4, SO5, SO8, SO9, and SO10.
We suggest that the strategic aim to develop a more diverse community be made stronger, particularly in terms of attracting more a diverse and younger community into Rutland.
Comments noted. The Local Plan acknowledges that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision that SGB is identified in the Local Plan as a Future Opportunity Area. The masterplan must detail how the scheme will satisfy the policies of the Local Plan that follow on from the Vision and Strategic Objectives.
