A robust policy needs to be in place to ensure housing meets the needs of the community and has a zero carbon footprint. Too many applications have been passed in the county that involve maximum profit for the developers, with little regard to the community, maintaining rural Rutland and protecting the environment.

This strategic objective is better worded than the similar wording in the 'vision' section. The 'vision' seeks only to provide "a range of high-quality housing that meet the County's minimum housing need" - which is not much of a vision. Housing need and the national housing crisis is very real and whilst obviously development must be sustainable and proportionate to existing settlements, the Council should lead the way on this vision and go beyond providing the bare minimum to avoid exacerbating the housing problem. Planning always for the bare minimum is not the answer and solves nothing.

Representation Summary:

Make building companies confirm and stick to exactly what they mean by affordable housing. How much they will be and how they can be bought. Not part buy part rent schemes.

Keep housing within the boundaries of villages. People want to live in small places for a reason.

Comments noted. Policy H7 sets out in detail when and how affordable housing will be delivered. A mix of affordable tenures types is important so that different housing needs are met. The Spatial Strategy focusses new housing development within the Planned Limits of Development of the towns and larger villages, with only small scale redevelopment or infill in the smaller villages and hamlets.

Alongside the Local Plan, an Infrastructure Delivery Plan is being established which brings together a range of data from infrastructure providers to help ensure that the right infrastructure is prioritised. Additionally, at the planning application stage the relevant bodies would be consulted on planning applications and additional provisions would be secured through CIL and S106 agreements if required.

Affordable housing numbers need to be increased.
A number of new builds are being immediately bought up by landlords who then rent out housing privately. What data does RCC hold on these figures?
Developers need to be held to account on the quality of consultation they carry out when proposing new builds. There should be clear criteria available about appropriate consultation methods.

Support noted. The Local Plan acknowledges that Rutland has a shortage of affordable housing. In accordance with Government guidance, Policy H7 requires developers to provide or contribute towards affordable housing and also allows small developments solely for affordable housing as an exception to normal planning policies. Legal agreements would be used to secure the provision and tenure of affordable housing. The council has limited, if any, powers to prevent landlords buying market housing that is then used for private rent. Prescribing how developers should undertake community consultation on housing schemes would fall outside the remit of the Local Plan.

Of course support this. BUT proposed housing developments around Oakham are close to railway line - increased freight traffic producing noise and pollution, increased traffic congestion and poor environment for those living close by. Mitigation measures needed to offset effects for residents with appropriate noise reduction fencing, trees and vegetation plus insistence upon speed reductions for all trains.

Recent policies propose intensive re-development of the St George’s Barracks site and greenfield development in the Edith Weston parish.

Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.

Similarly, they would be contrary to strategic objectives SO1, SO2, SO3, SO4, SO5, SO8, SO9, and SO10.

Comments noted. The Local Plan acknowledges that SGB may be appropriate for meeting some future development needs either during this plan period and/or beyond. The Local Plan must allocate sufficient housing land to meet housing needs during the plan period and the Council took the decision that SGB is identified in the Local Plan as a Future Opportunity Area. The masterplan must detail how the scheme will satisfy the policies of the Local Plan that follow on from the Vision and Strategic Objectives.
