Rutland County Council may hold this as an objective. But until they actually move towards the objective it will not be taken seriously.
Certainly in Whissendine, O can list many more decisions the Council has made which will increase our carbon footprint, adversely impact on climate change and increase the risk of harm to people, communities, the environment, and the economy.

If you are serious, go ahead. Demonstrate your progress.
If these are empty promises, please divert your resources to doing things that are really useful to your communities instead.

The Objective should include innovative solutions to tackle climate change. For example:
- Strategies to reduce energy demand through increased efficiency and reducing need for car use.
- community education of energy saving and waste reduction
- strategy to improve insulation of homes and industrial sites
- Consideration of alternative renewable energy sources (Anerobic digestion, Small modular reactors etc)

It is beyond the remit of the Local Plan to include some of these suggestions. However, Policies CC12 (Chapter 4) and INF2 (Chapter 11) address sustainable transport. Policy CC2 allows for incorporation of alternative renewable energy sources in new development proposals, in addition to wind and solar energy generation as addressed under Policy CC8.

I agree with this. To achieve it, we must:
• eliminate or minimise use of carbon intensive building materials such as concrete & cement. Can this be guaranteed?
• Ensure homes are highly insulated and all have solar panels such that the energy to run these buildings is close to zero – ie at or near Passiv Haus standards.
• Ensure the houses are built to last a long time.
• Ensure owners can easily get into the centre of Oakham for work or leisure on foot, bicycle, or bus.

Plan appears to concentrate on National guidelines, the plan only addresses new build developments and not existing dwellings which rely heavily on carbon generated fuels.

It is beyond the remit of the Local Plan to impose requirements on existing buildings. However, proposals for new development related to existing buildings will be expected to demonstrate increased energy efficiency. In addition, retrofitting of energy efficiency measures and micro-renewables are supported under Policy CC7 (Chapter 4 - Climate Change).

Recent policies propose intensive re-development of the St George’s Barracks site and greenfield development in the Edith Weston parish.

Whilst this represents a reduction from previous proposals, these proposals are at odds with the vision, particularly with respect to climate change, rural character and natural environment and infrastructure.

Similarly, they would be contrary to strategic objectives SO1, SO2, SO3, SO4, SO5, SO8, SO9, and SO10.

St George's Barracks has been identified as an opportunity area under draft Policy SS5 (Chapter 5 - Spatial Strategy). The policy sets out the requirements that a site masterplan would need to incorporate (which include matters of climate change, rural character, the natural environment and infrastructure). As a Development Plan Document has not yet been created to provide the required detail, it is not considered that this policy is contrary to the Strategic Objectives set out under chapter 3.

As Strategic Objective 1 is focused on climate change, reference to waste management is not required here. Strategic Objectives are intended to be overarching and not repeat the detailed policies. Policy CC5 -Embodied Carbon - addresses the need to minimise demolition.
