The Local Plan refers to Oakham as a thriving market town - in fact, it is our county town - but anyone visiting it would not know that. It is very visibly in a state of decline which has been apparent for the last few years. Visit Uppingham, Stamford or Market Harborough and see what is truly a thriving town. Visit Oakham and see shut shops, a plethora of hairdressers and barbers, tattoo and vape establishments, fast food places, dreadful pavements, commercial vehicles cluttering up the High Street at all hours of the day. Mill Street is clinging on by the skin of its teeth but even here, shops open for a brief spell and then shut. Not all businesses are shops on this street as some are offices. People do not visit Oakham to shop. I have friends in Leicester who used to enjoy a day out in Oakham. No more. They labelled it as ‘a dump’ when I last spoke to them. I actually feel a sense of shame that this has been allowed to happen.

Noted. Policy E10 seeks to ensure that Oakham is the focus for development of the town centres in Rutland, whilst also recognizing the secondary role of Uppingham. This policy supports proposals for main town centre uses where they support the vitality and viability of the defined town centres support the evening economy.

In addition to this, the Rutland Retail, Leisure & Town Centres Study (2023) includes a number of recommendations based on its findings and where possible the Council will seek to action the recommendations as set out in this report to enhance and improve Oakham Town Centre.

Whilst we agree with this Policy, consideration must be given to taxi and public transport infrastructure.

Comments noted. The Rutland Retail, Leisure & Town Centres Study (2023) recognises that although public transport usage for access to Oakham and Uppingham town centres is low. This report states that the retention and enhancements of existing public transport, specifically bus services are key, given Oakham's role as a hub for local shopping and services. The same also applies to Uppingham. The Council recognises the importance of maintaining and enhancing the two town centres and where possible will seek to action the recommendations as set out in this report.
