This seems unnecessarily restrictive in an area Rutland is expanding in (Tourism, Farm diversification) encouraging people to holiday in the UK reduces carbon footprint from overseas holidays and brings revenue into the area. Tourism brings approximately £160 million in revenue into Rutland, and presumably this makes it one of the biggest industries and it should be supported appropriately. Campsites and Lodge accommodation are entry level investments enabling farm diversity etc and should be encouraged.

Noted. Self-serviced holiday accommodation, including campsites and lodges are recognised as an important contributor to the visitor economy and tourism more widely.

Given the considerable demand for these types of facilities they can have a major impact on the local environment, visual amenity and on levels of car usage in the local area. Hence the why this policy seeks to minimises its impact on the landscape, the environment and surrounding uses.

I don't see why you would make the criteria so different for self-serviced accommodation - what is wrong with your proposals above 'E8'.
Why don't you make mention of the same a-f in E8?

Due to the considerable demand for camping, glamping and caravanning facilities in Rutland. It is considered important to include a policy specifically relating to these type of facilities. Policy E8 sets requirements for tourism development more generally, whilst Policy E9 importantly sets specific criteria for proposals relating to camping, glamping and caravanning.

This is to ensure the area can benefit from this particular facet of the visitor economy whilst ensuring harm to the landscape, environment and highway network is minimised.

Policy is overly restrictive requiring them to be relate to existing settlements. Suggest that criterion (a) be removed.

Noted. In addition to the requirement set out in criterion a) to be well related to existing settlements, there is the flexibility in this policy that allows for new proposals to be related to an existing tourism attraction or recreation facility.

This criterion is considered important include to minimises the impact on the landscape, the environment and surrounding uses.

To broad an objective how does it sit within the tourism strategy??? do we want to grab anything that is seen as tourism or do we understand what we want. This group is low down in the pecking order in terms of long term economic benefit the spend profile is low( we always bring our food with us from our local supermarket)

This policy is considered essential, particularly due to the growth in demand, as it manages these types of development, to minimise their impact on the landscape, the environment and surrounding uses.

Although the Estate overall SUPPORTS the inclusion of a policy for holiday accommodation within the
emerging local plan, we have wish to make COMMENTS regarding the lack of reference to change of use of
accommodation. We SUPPORT the reference in the policy to:

“… Where planning permission is granted for this type of development, planning conditions and/or legal
agreement will be used to prevent the accommodation being used as a permanent residence.”
but consider that the policy should permit / encourage for the conversion of residential accommodation into
holiday lets subject to meeting the necessary criteria including not impacting on the amenity of neighbouring
properties.
Therefore, we suggest the following addition to Policy E9:
“Where planning permission is sought for the conversion of residential development to holiday accommodation,
there will be a presumption in favour of the change of use, subject to potential impact on the amenity of
neighbouring properties.”

Support noted. The policy does not preclude the re-use of existing buildings and is referred to in the last sentence of the paragraph preceding the policy.

Wording is ambiguous-”In areas outside Rutland Water Area” implies that inside the RWA the conditions which are then set out do not apply.

Policy EN10 sets out the specific requirements for the type of proposals that are permitted in the Rutland Water area, whilst setting out the locations where self-serviced holiday accommodation is allowed. This is set out in the 'Why is this policy needed?' section below the policy.

Policy E9, provides a set of requirements that proposals for this type of accommodation have to meet.
