With continued developments in, or problems with, telecoms RCC should formally review that policy each year to confirm, or otherwise, whether it is the right way forward.

Noted. This policy seeks to ensure that commercial developments are provided with high quality digital infrastructure in the form of Fibre to the Property (FTTP). The enhancement of this infrastructure will improve present opportunities to increase the connectivity of existing and future business as well as new improving the ability of households to access improved broadband. The need for this type of technology will also be present and it is considered that this policy is sufficiently futureproofed.

The AMR (Authority Monitoring Report) will annually monitor policy implementation and progress of policies includes in the Local Plan. A monitoring and review chapter will be included in the next version of the Plan when the Plan is next consultation upon at Regulation 19 stage.

Paragraph 33 of the NPPF states that policies in local plans and spatial development strategies should be reviewed to assess whether they need updating at least once every five years, and should then be updated as necessary.

With the increasing number of people working from home in rural areas FTTP should also be mandatory in residential developments. Employment 'hubs' with FTTP should also be considered in this, or a separate policy.

Is there any reason that only proposals of over 100 sq mtrs are covered by this policy. Smaller offices benefit from faster Internet connections also.

Noted. However, it is considered that most commercial properties which are the target of this policy will be larger than this threshold. Smaller offices are also likely to form part of domestic properties which are covered by the updated Building Regulations (2010).

Workplaces references - What about new housing ? Digital connectivity is key to accessing modern health care and well being services. Given the rurality of settlements, digital connectivity is key.The information in the Why is the policy needed is relevant and could be reflected in the actual policy itself? It would be helpful to have a clearer reference in the policy itself, in how this also translates / contributes to the improvement in nearby or local residential dwellings? Commercial developments are perhaps unlikely to be developed in more Rural settings therefore how will rural infrastructure support digital inclusion in future.

Noted. The policy doesn't refer to residential as the Building Regulations require new home to be designed to ensure they are installed with the fastest broadband connections available within a cost cap.

All new dwellings must either provide FFTP or where this is demonstrated not to be viable, industry standard ducting as close as possible to the existing telecom distribution points.

This is a “must” not a “should”.

The lack of 1000+mbs fibre optic internet infrastructure in Rutland is embarrassing and will hold back the development of the Economic Strategy, particularly with desirable “high tech” industries. The proposed policy is outdated and lacks ambition. It must be much more ambitious if it is to equip us for the next 20 years.
It is ridiculous that the low orbit satellite “Star Link” broadband service now available in Rutland at 100-120mbs is able to offer over 3 times the speed of the FTTC land-based services currently available in many rural areas through traditional internet providers. This shows just how far Rutland is behind.
Need a clear strategy for a fibre upgrade to FTTP for the whole County with milestones and targets for reach and application.

Policy E7 seeks to facilitate improvements to digital infrastructure of FTTP via the development of commercial properties. Domestic properties are now covered by the amended Building Regulations 2010.

A wider strategy relating to the improvements to internet provision, including fibre upgrades and FTTP, is outside the scope of the Local Plan.

Sorry this is not ambitious enough (See Vision re knowledge economy, skills, employment, quality of life and opportunity).

FTTP must be rolled out EVERYWHERE in Rutland as the default, with alternates only where absolutely not feasible.

FTTP just for new developments is wholly inadequate, and at odds with other pillars of the Plan.

Why just larger commercial developments? Surely, all premises should have the benefit of high quality
broadband connection; home working is specifically mentioned in the text and fibre will become essential once copper connections are discontinued.
