As an East Midlands-based family-run housebuilder, WDH are committed to enhancing the skills of local tradespeople and providing employment opportunities within their residential developments. Therefore, the intention of Policy E6 is welcomed. WDH would, however, appreciate clarification as to the stage at which Employment and Skills Plans are required, and ordinarily would expect this to be a condition of a detailed planning approval, by which stage information on the sourcing of labour will be fixed.

This seems to be an Aim, rather than a planning policy

The phrasing of the policy is provided to show support for development proposals which include raising skill levels and tackle skills shortages, to increase the economic viability, flexibility and competitiveness of the local economy. The re-phrasing of this policy will be considered to increase clarity and reduce any potential misunderstanding.

This policy is entirely backwards - if there is a skills and employment strategy for Rutland it should focus on a high skill knowledge and technology economy, which must be integrated with the regional towns and urban centres to make any sense.
Flowing from this, the Local Plan should identify new development for housing and commercial premises as an ENABLER. The current policy starts with development (i.e. for profit, typically not reinvested locally) and then attempts to make skills and employment a post-hoc justification, which will at best be a secondary consideration, not the central objective.

Comments noted. Rutland’s Economic Strategy 2023 - 2040 sets out four objectives. These are new technologies and market industries, productive local businesses, skilled workers in quality local jobs and thriving places and communities. This document clearly sets out how each of these will be met through a number of actions. Policy E6 supplements the overall Economic Strategy and will provide the built infrastructure, where required, through the positive approach to economic growth to assist in the delivery of objectives of this strategy.
