The economic policies do little to encourage new inward employment investment. Most counties seek to champion particular employment clusters which promote skills and cross transfer of knowledge? Given our demographics, we should be encouraging new talent into the region. We could perhaps add to our reputation of wildlife champions by focussing on environmental science and ecological protection. We have less trees per hectare than any other UK county and yet we try to be the UK's leader in bird protection? Instead of dumping concrete within metres of Rutland Water, we should try to meet and beat our mandatory environmental targets!

The policies in this chapter seek to identify employment sites to meet the identified need, providing employment opportunities on sites that are most suitable, protecting existing employment sites, enabling the growth of the rural economy and most pertinently, encouraging development which supports the development of skills.

To complement this, the Council's (Rutland’s) Economic Strategy 2023 - 2040 sets out four objectives. These are new technologies and market industries, productive local businesses, skilled workers in quality local jobs and thriving places and communities. This document clearly sets out how each of these will be met through a number of actions.

The policy should provide enhanced support for the exapansion of Existing Key Employment Sites. The key employment sites should be those identified in the Employment Land Update (2013), Employment Land Assessment Update (2016), Policy RLP20 of the emerging Rutland Local Plan 2016-2036 (withdrawn). This includes the Wireless Hill Industrial Estate. The policy support the expansion of these employment sites in accordance with para 85, 87, and 88 of the NPPF. Significant weight should be placed on supporting the economic growth and productivity of existing local businesses, their needs and wider opportunities for development.

Policy E3 of the Plan sets out that proposals which seek to enhance and upgrade existing employment sites will be supported. This policy also sets out how existing employment premises and sites will be protected as well providing a positive approach towards the relocation and expansion of existing businesses. In all cases relevant proposals will have to meet the set of criteria in each part of this policy, where relevant.

We support the Policy for work-live units but would ask that there should be similar protection as in Barrowden and Wakerley Neighbourhood Plan Policy BW11 to ensure that the impact on the surrounding properties is minimised.

Has the relationship between employment opportunities and housing needs been fully assessed?
Presumably, a proportion of any jobs created will be filled by residents of other counties, with concomitant implications for infrastructure, especially transport.

Noted. The employment allocations set out in Policy E1 have been informed by the evidence in the Rutland Employment Needs & Economic Development Evidence (August 2023) and the suitable level of growth regarding employment uses has been accounted for here in alignment with housing needs and growth. This is whilst also taking into account of sites which may come forward through this policy, which are not allocated in Policy E1.

Any new infrastructure requirements associated with new employment development will be delivered through s106/CIL.
