The policy should be amended to make it clear that the allocation of any exception sites in Uppingham will be considered through a review of the Uppingham Neighbourhood Plan
As the first line of Policy H9 makes clear, the policy is aimed at sites that are not allocated. It is not possible for sites to become allocated through the Development Management process.

No market housing should be allowed.
The national Planning Practice Guidance states; "First Homes exception sites can deliver a small proportion of market housing, provided that it can be demonstrated that this is necessary in order to ensure the overall viability of the site. Local authorities and neighbourhood planning groups can set policies that specify in further detail the proportions of market housing would be considered acceptable, and under what circumstances." Policy H9 sets such parameters.

Sites for First Homes hould not be restricted to the parishes of only Oakham and Uppingham, but should include villages too, both large and small. Some small in-fill sites in the villages would be ideal for this purpose. They should go futher and allow First Home self build and custom build homes.
The Written Ministerial Statement of 24 May 2021 states: "As such, the Government has decided that in designated rural areas[4], which includes some of the more constrained and expensive regions of the country such as National Parks and Areas of Outstanding Natural Beauty, rural exception sites will remain as the sole exception site which can come forward." Under Statutory Instrument 2004/418, all of Rutland except the parishes of Oakham and Uppingham are Designated Rural Areas. First Homes are usually a developer-led model, but it may be possible for it to take place within a custom-build environment under certain circumstances.

Hereward Homes consider that the Policy should be amended to also include provision for First Home Exception
Sites within and adjoining Larger Villages to ensure housing choice, particularly for young people wishing remain
in these sustainable settlements rather than having to relocate to a market town.
