Stretton is designated small village.
Yet a site on Stocken Hall road which was put forward on the call for sites has been completely ignored for affordable housing.
This whole site could be used totally for affordable housing.
The site is next to Stocken ex Prison officers complex so all the infrastructure is already in place
Site does not meet the criteria in Policy H8 of adjoining a village, access to services or being justified by need from a local housing needs survey.

It is not appropriate to allow market housing on these sites, build social housing!
Paragraph 73 of the National Planning Policy Framework makes provision for some market housing on rural exception sites in certain circumstances. If the Council did not have Policy H7 addressing this, paragraph 73 could be open to a wide range of interpretations. Policy H7 is a proportionate and justified policy which addresses this issue.

Having objected in SS4 to the removal of PLDs for smaller villages and hamlets, we therefore object to either affordable or rural workers housing outside of the existing PLDs particularly as part of mixed developments.
The removal of PLDs from smaller villages and hamlets may have the unintended consequences of making it hard to identify what is 'within or adjoining villages' for the purposes of Policy H8.

It is good to see “perpetuity” for local people being included. However, it is not just “affordable” and “rural exception” housing that needs to remain in perpetuity for people with local connections. This policy could be more
imaginatively considered so preventing buy to let landlords block purchasing properties/developments (as in Wing and Uppingham) or properties being purchased as second homes/holiday lets.
The comment regarding "perpetuity" and rural exception sites is noted. Other comments are more relevant to Policy H7, which are considered there.

HBF reiterate that there is no need to repeat national guidance or any specific reference to requirements set out in the NPPF and the PPG within the policy.
Policy H8 and its supporting text provide a framework upon which paragraph 82 of the NPPF can be implemented.
