Policy H2 makes it clear that the Quarry Farm is part of this larger allocation.
Ninety nine percent of the application site is within South Kesteven but as the development needs to include a connection to Little Casterton Road in Rutland, the application has also had to be submitted to Rutland County Council. All of the potential housing in the Quarry Farm allocation in Rutland’s Regulation 18 Plan falls outside of this application. As part of the outline proposals, the scheme will deliver up to 1,350 new homes and significant new infrastructure to serve both new and existing residents.
At present the fact that major part of the scheme is being progressed without the inclusion of the Quarry Farm allocation casts considerable doubt as to the timing of the delivery of that element of the larger proposal.
There is considerable doubt as to the timing and delivery of this allocation and as such it is presently considered unsound to include all of the potential dwellings as being deliverable within the plan period.

HBF have no comments on this policy other than to note that cross-boundary strategic sites can be complex to deliver, which further underlines the need for
flexibility in the plan through additional allocations, and robust monitoring to ensure effective housing delivery is achieved over the Plan period.

The buffer has already been agreed through assessment
and substantial work on the SPD and permission
2022/0227/MAO in order to protect heritage assets and
their settings, in particular the scheduled monument
1005067 Roman Town at Great Casterton. This should
be shown on the allocations map at this stage.
Reference to heritage assets should be made within the
‘why is this policy needed’ paragraph. Please also refer to
the work previously done on the draft SPD and
2022/0227/MAO for this site which included much greater
detail which could be of assistance for this paragraph.
The policy should be reworded to reflect the agreed buffer to be shown on the revised allocation map.

This should reflect the previous negotiations and the
setting of the two SM’s as negotiated through
2022/0227/MAO and in previous SPD consultations prior
to that. The development will be harmful to the setting of
the scheduled monument at Great Casterton (reference
1005067). 1005067 is a Roman town and fort, located on
a crossroads and on the river valley. Control over
landscape, including the views across and over the river
valley – are part of the form, function and placement of
this site. 1005031 Ermine Street is the second scheduled
monument to the south of the site.
The area is also shown on the potential wind turbines map, panels and turbines would be very unlikely to be supported in this location. Please also see comments in Appendix A.

This potential residential development is adjacent to an historic landfill site (Belvoir Close). This may have caused contamination at the site and these risks need to be assessed. We therefore recommend this historic landfill site is referred to in the text and the below wording is added into the policy.
‘A preliminary risk assessment done by a suitably qualified person should be undertaken in accordance with ‘ Land Contamination Risk Management’ as the first stage of assessing any risk posed by land contamination.’

Presumably there is a risk that SKDC will not proceed with this proposal, which would impact significantly
on Rutland's numbers. What are the infrastructure implications in either case? - they need to be spelt out, i.e. will some of the infrastructure needs be met in Rutland and will there also be impact on existing Rutland infrastructure?

Would comment that any development at Stamford North is an agreed Masterplan and submitted as a joint application. Any development proposed on the cLWS should not be permitted, and alternative options are available.
