Representation Summary:

Policy MIN4 is unsound as it is not effective. The policy should be amended to ensure that extraction of minerals will also consider impacts on landscape, ecology, heritage, visual/light and flood risk, and cross reference should be made to the specific policies relating to the various technical aspects to ensure absolute clarity for Applicants. The supporting text should be amended to explicitly state light pollution for absolute clarity.
