Policy E12 only relates to a requirement for bulky goods retailing in Oakham. For completeness this policy for 'Sites for Retail Development' should surely follow on from policy E10 which refers to the need to satisfy the need to improve convenience retailing, particularly in Uppingham. This policy E12 should accordingly also include a section on sites for convenience retailing and in particular the proposal to remedy the deficiency in Uppingham by allocating the Uppingham Gate site in the Uppingham Neighbourhood Plan for a 1,000sqm convenience store.
