The interactive maps on the website do not work, meaning residents are not able to see where controversial developers may have requested to add a site to the local plan.

Due to urgent work to the interactive mapping server, there was a temporary loss of connectivity to the interactive maps near the end of the consultation period. Connectivity was restored within 24 hours, minimising inconvenience to users.

There is particular concern about the area on the Policy Map, to the East of Barnsdale Avenue, which is designated as an opportunity area for solar and wind. This site is immediately North of the Rutland Water Policy Area and very close to Rutland Water and 900 m. from its Nature Reserve. Thermal Runaway in a battery storage unit would pose a serious threat to the public water supply and a wind or solar installation would threaten protected wildfowl approaching the lagoons of the Nature Reserve.

It is a major concern that the policy for renewables is not sufficiently prescriptive and could well lead to the uncoordinated introduction of solar and wind installations, threatening the outstanding beauty of the County and its substantial revenue from tourism.

Comments noted. Whilst this area may be shown as an opportunity area for renewable energy development any proposals would still need to satisfy the requirements of Policy CC8, and other policies relating to contamination and nature conservation. Further work on the Rutland Renewable Energy Study (and other supporting evidence documents for the Local Plan) may also help to refine the extent of the opportunity areas that would inform the next stage of the Local Plan. Issues relating to contamination and impacts on nature conservation would form part of the supporting documents accompanying any future planning application for renewable energy development in the area.

On the Policies map we would welcome confirmation that the Plan is not seeking to expand the Rutland Water Area to include Oakham WRC? With reference to the P-TAL issue explained above and work to support growth in the Oakham catchment further investment will be required in AMP8 (in addition to works being undertaken this AMP – 2020-2025). This is likely to entail a need to further expand the WRC. It would be a significant concern if the Rutland Water Area policy washed over the WRC area and then presented a policy bar on expansion to support growth and improved environmental performance.

Comments noted. Oakham WRC is within the Rutland Water Area, however the wording of Policy EN10 would still permit new development that relates to Anglian Water’s operational requirements.
